1996 Jeep Cherokee Will not start

I have found that the fuel pump is not working when the key is turned on. Checked both fuel pump fuses with an ohm meter. I switched fuel pump relay with an identical numbered wiper relay that does work.Then I unpluged the fuel pump and pluged a brand new fuel pump in. I turned the key on and new pump will not run. I hooked up volt meter to fuel pump wire harness plug per service manual to check for voltage at the pump plug in. Then cranked the engine over. The meter showing no voltage at all. Other than a problem in the wire harness or a ground issue somewhere. Could the computer be interupting the voltage to the pump? Please let me know what is left that I can check to get 12 volts to the pump to fix this problem. Thanks for this service. Dan
