1996 Jeep Cherokee Doesn't want to start right away.

Doesn't want to start right away. I have to press on the throttle a little to get it to start. Which is wrong because it is fuel injected. Once it starts, it takes approximately 3 to 4 minutes to run at an idle where it will not stall, then it runs normal. I changed the ful filter first. Then I changed the fuel pump and the fuel filter pickup filter. Currently wondering about the fuel pressure regulator.

This could be the fuel pressure regulator, but it is more likely to be the Idle Air Control valve ( IAC).

The fuel pressure regulator is in the tank, correct? Anyway to check the IAS valve?, and where is it?
