1994 Jeep Cherokee brake lights

My brake lights do not come on when I step on the brake. I tested the bulbs and they are good and I also checked the fuse and it is good. Could it be the brake light switch? How do I test it?

Follow the brake pedal arm till it meets up with the brake support bracket-disconnect the wiring connector and put a jumper on it did the brake light come if so adjust or replace the switch-If not check the power side back to the fuse F13 20amp if okay -You have an open on the white and tan wire going to the lights from the brake switch.
