How can I fix a oil lick that is not coming from the oil pan or the valve cover gasket?

At 250,000 miles it may be mechanically WORN OUT.

Seals and mechanical clearance at the rings could expel
excessive amounts of oil by BLOW BY.

( rebuild the engine or live with it )
