1985 Jeep Cherokee-carb rebuilt but wont start

I have a 1985 Jeep Cherokee Laredo V6 2.8L 4x4 with command-trac and 125,000 miles on it. My friend purchased this jeep and then drove it home. It wasn't running the best so he rebuilt the carburetor(its a Rochester 2SE carburetor). Well he said he only rebuilt the top half of the carburetor. Then he tried to start it and it wouldn't start. He thought it might have been electrical or something to do with the ignition. He gave up on it and sold it to me. I checked the timing, the distributor is new, and its getting spark. But it doesn't want to start. When you spray starting fluid into the carb it runs for a little bit until all the starting fluid gets used up. And you can smell gas when you try to turn it over. I don't know what to do. Should I buy a new carburetor or is it something I can fix?

unless you know how to rebuild carbs...you see the result. There used to be rebuild shops for just carbs, they need to be soakeked in caustic soda for six or so hours to clean the depostis that clog em! and not just the top half! Yes get the new carb...
