Engine Performance problem

I have been trying to have my car repaired correctly for three years. I bought it used and from Feb-July it rode like a charm. Than it began to sputter as if there was water in the gas line. I was driving it when it broke down. I tried several times to restart it because I was in the middle of a busy road. Unfortunately I didn't realize by doing this I bent the valves. Long story short, I was told the cheapest way to fix this was to have another engine. We got another engine but now there is white smoke that pours out of the exhausts when you drive it. I have been told it might be blow by???? The mechanic is saying it is the machine shops fault for not replacing the seals and oil is getting into the air filter. The machine shop blames the mechanic. Can anyone help me figure out what I should do? Someone mentioned that it could be something really simple but I can't remember what they said might just be stuck. I need to have it fixed or sell it as is. I can't afford to pay for a car that I can't drive. Help!
