Car not starting after short stop.

This has happened 20 times in 6 months. I drive home from work or wherever, stop at a store, go in for 15 minutes. Car will not start. Battery fine, No clicking sound - nothing. I wait for 90 minutes and the car starts right up. Then this problem will not occur again for a few weeks. Then I stop at a store and it won't start until after 90 minutes to 2 hours.

If it won't turn over it may be; start relay, starter solenoid, or starter. If it "turns over" but won't fire it is a problem with fuel or spark. If this is the case, you need to determine which it is. Please advise.
