1995 Jaguar XJ6 Car won't start

The battery is good, all the fuses are good, the car will not turn over. Everything works except for dash lights and headlights. Also unable to shift the car out of park. I was driving the car and it just shut off. I thought I ran out of gas but the lights went out also and when I pulled over the car will not turn over. There have been no problems leading up to this. Any ideas?

Start by testing all fuses with a test light. If the shifter lockout isnt working it may have blown a fuse

All the fuses are good, they were tested with a test light. If the shifter lockout won't allow me to take the car out of park, then that is working as well. The dash lights do not work and the car does not turn over or even cllick. Can that be caused by a blown fuse and if so, which one???

Check for any fusiblelinks near the battery, which I take it has been tested and is ok? Use test light to see if you are getting 12 volts at the small wire on the starter when key is in the crank position
