Wastes too much gas and looses power

1992 Jaguar XJ6 6 cyl Two Wheel Drive Automatic 145 miles
I have changed all sparks, wires, air filter, oil and fuel filters distributor and rotor. Still the car is wasting too much fuel 2.5 kms a litre. No leaks. Pump working fine. Lines good. But Ive noticed that when I step off my gas pedel its as though the car just stops wanting to move and I have to keep on the gas pedel to keep it moving. I was wondering if theres some kind of vacum I should know about or valve or if I have a transmition problem or brakes on that I dont know about cause as soon as I let go of the gas pedel its as though im hitting the breaks the car doesnt want to keep rolling.

start by checking the brakes for binding up !
