1988 Jaguar XJ6 No Start

My 1988 XJ6 will not start it tries to start then dies off. I have checked spark and air filter and gas it is getting all three but it may not be getting enough how much fuel pressure should there be after the regulator? I hear the pump run and have opened the line after the regulator and turned on the car and fuel comes out but not with a lot of force it just kinda has a quick burst then just runs out it this correct or should there be more pressure

Fuel Pressure Release (XJ6)
Remove driver's side fuse block cover. Disconnect inertia switch wire connector (White). Start engine and let idle until engine stalls. Crank engine an additional 5 seconds.
REGULATED FUEL PUMP PRESSURE
Applicationpsi (kg/cm2 )
All Models ... 35-45 Psi
