2002 Jaguar X-Type Windshield Wipers

Electrical problem
2002 Jaguar X-Type 6 cyl All Wheel Drive Automatic 55000 miles

Yesterday we had a huge snow storm in my town, I went out to the car to start it and the windshield wipers were covered in a heap of snow. They started making a tick tick tick noise and then stopped after I brushed off the snow.
I was driving and they were working fine and then out of nowhere I used them and they got stuck out on my windshield. Now they don't move and they don't even make a noise.

Is this a motor issue or could it potentially be a fuse? What should I do next?

check the fuse .. check the splines on the wiper to motor connections

Replace R4 and R8 Relays which control Wiper operation. if no change in behavior.
Measured voltage at all the appropriate wiper connector.
