2002 Jaguar S-Type won't start

ign lock was damaged where key goes in. This was replaced from similar car.2jag chip keys were programmed with Advanced Diagnostics (AD)equiptment. HEC protocol was used.4 messages appear:SCP messag. Missing, MEM configuration failure, no comm.>Ecc pats, less than 3 keys. All fuses OK. Another contractor tried hickok NGS & silca SBB programmers & got dtc1000 & 1260. Antenna/module appears undamaged. Owner only wants 2 keys. Car was towed in with 0 keys. Everything else on car appears normal. Auto shift. When clearing faults with AD unit at first the security lite will come on, then go out. Once you go to start it will put the SCP & less than faults in, & then the sec. Lite will come on & continue to blink indicating an unrecognized transponder.

The transponder in the the key receives a radio signal from the computer each time the engine is started. The transponder alters it and send it back to the computer. The transponder's signal is different each time the engine start, but the computer knows what the signal should be.
If the signal is not as expected, the starting, fuel, and ignintion systems are disabled

You said that the ignintion lock was damage and replaced? Why are you using that as master to make transponder key?
Try using the trunk lock as master to make the transponder key.
