1989 Isuzu Trooper vehicle accelerated rough, won't start

Engine Performance problem
1989 Isuzu Trooper 4 cyl Four Wheel Drive Automatic

Trooper was working great. Started going up a hill and had little power. After 10-15 seconds it accelerated like normal. A few minutes later I stopped at a stop light going downhill. When the light turned green I proceeded but had almost no acceleration. The car sputtered, shook and gave me a tiny bit speed, but not much. I turned into a parking lot and turned it off. Was not able to start it again. It would sputter and shake but not start. Later, after replacing fuel filter and checking relays, the vehicle didn't even sputter anymore. However, I don't hear the fuel pump click or whine on starting to pump, but I do smell fuel coming into the engine. The spark plugs have spark, timing belt is good. I've checked a number of things and don't know what's wrong.
