1996 Isuzu Rodeo Question crank but wont start

Eng run for 45 min and stop, fuel pump works and is getting voltage at the camkshaft and crankshaft sensor I change the timing belt and water pump
i can see water coming out the muffler but I dont see water in the oil or the cylinders, all spark plugs are dryed but black I getting voltage at the fuse box but the fuel pump relay is not showing 12 volts out
i am missing something? I removed the crankshaft sensor and it look brown from oil wear, how can be check for operations? Ohm or volatge?
