my speedo is on the frits its hit an miss and then it will bounds up an down is it machcanical or elec. and what do i do?

it is ran by vehicle speed sensor which is attached to tranny and is driven by small gears. since its bouncing around that is a sign of one or more teeth missing from the small gears of tranny or broken teeth on sensor.
