1997 Hyundai Tiburon car won't start

the car won't start if is too cold we usually disconect batterie and hook it back up and it will start but is not doing nothing everything in the car lights radio work the same. the lights are not dim .it has aan alarm light that goes on and stays lit but on days like today it shuts off and doesn't turn on nor does the car
