Won't start

Electrical problem
2003 Hyundai Sonata 6 cyl Front Wheel Drive Automatic 21000 miles

Remote would not open doors even though light on remote came on. Opened door with key. Alarm went off but sounded weak. Found out headlights had been left on. Car would not start. Tried to reset alarm by putting key in ignition and turning to on position for 30 seconds. No luck. Checked all fuses and fusible link on battery. All good. Removed battery and had tested. Battery was at 29%. Replaced battery. Now have clicking noise at starter and behind fuse box under dash. Still won't start. Also power windows won't operate. Everything else works; lights, turn signals, brake lights, door locks, etc. What else can I check to get it started? Thanks in advance. Ken.
