2003 Hyundai Elantra When it's cold in the morning

My question-in the morning, when it's still chilly, my car feels like there's no power steering when I first turn the wheels. This is only when the car is in gear. At the same time I have a belt that is squeeling. As soon as I straighten the wheel and left off the gas for 2 seconds, the squeeling stops and suddenly my car is running fine again. The car is topped with ps fluid.
Power steering?? Belts??

Hi:
Chances are the power steering belt is loose. Check it. There should be no more tha 1/2 inch up and down play in the belt. If more, adjust it or if bad replace it.
