2001 Hyundai Elantra Cold start

Temperature is Below 20 degrees. Volt meter reads 11.98 at battery terminals. When attempt to start it attempts to turn over but does not complete and then nothing but clicks until turn ignition off and attempt again. Despite Volt meter reading attempted jump start and still nothing. Could this be the starter or something else? Thank you for any advice.

Your battery is too weak. It needs to read 12.6V. Jumping the vehicle and letting the engine run, so the alternator charges the battery - Doesn't work...

Put the battery on a charger and let it take a full charge before re-starting.
