2000 Hyundai Elantra no fuel to the cylinder

My sons elantra would not start found out it wasn't getting any gas so we checked the fuel pump it wasn't working so we checked the relay the relay was fine and now the fuel pump works, why it's working don't really know why, but the car still won't start, so we pulled a spark plug and the plug was dry and had no spell of gas on it, we pulled the connector off the injector and were getting power to the injectors. Does this sound like it could still be maybe the fuel pump or something else ? Please help.

Check the fuel pressure and report back the readings with and w/o the pressure regulator. And also check for injection pulses by using a noid light at the injector harness.
