1994 Hyundai Elantra Starting up in the morning or after st

Hi there my Hyundai Elantra J1 1.6 Gives me trouble starting every morning. You can't apply gass you need to just sit there and turn the key over and over again. Not hold it over but just enough to let the motor turn. After doing this about 30 times the motor starts sputtering and slowly the revs start to increase. then once she has idled for a bit there are no problems the rest of the day. She starts imediatly agin. What could be the problem. Could it be the cold start valve setting ??

Could be the ECT(engine coolant temp sensor) it's mounted on the thermostat housing, it acts like the choke in older cars...could also be the fuel pump. Or the Idle air control valve.
