1999 Hyundai Accent power surge

Hi im having a weird power surge of some sort where my head lights will go dim then really bright at the same time I can feel a loss of hp and as well my subwoofer goes in and out and this problem is also making my head lamps burn out sound like an alternator problem but I had it tested and every things good so I hope u guys can help me out thanks

Go to battery follow negative cable to to left front fenderwell see if connection is tight. Also check the other ground to transaxle. Let me know

Hi I checked the grounds and there fine but I recently found out this problem only happens when I bring the car above 3000rpm but the problem will persist until I turn the car off. Hopefully that helps some thanks

Customer complaint headlights glow bright then dim and burnout
Check computer for DTC P0563
Recommended repair replace altPart# 00228-D3200
Warranty OP Code 37300R00
See if Hyundai will repair under warrenty?
The 3K rpm was the clue alt spikes at that rpm and will not come down until ign off
