1995 Hyundai Accent Flooding when cold

About 2 weeks agao I went out to start my car and it started rough and flooded putting out black smoke and water all over the ground. I would not run except for surging a lot. After keeping it running for 15 minutes with it surging less and less as it warmed up it did get to a driving temp but it would not run smooth.
This happened all of a sudden.
The Sunday I drove it and had no problems except the check engine light came on and blink 4 times paused and blinked 4 times and paused. I tt did this for about 25 min as I drove home. After turning the engine off and restarting later to go to the store the check engine light did not come on again. I have not been able to use my since. the idle valve was replaced for 170.00 and new plug and wires. that helped a little but still cannot use my car. Can you suggest a possible cause for the flooding situation
