hot air comes out of vent when outside air temperature is above 65 deg.

according to my mechanic everything is functioning normally he says that the when using the vent the fan should be off this is a new problem and for many years we ran the fan always when using the outside vent my wife was using the vent and after about 45 minutes of driving her feet were getting very warm the temperature was about 65 degs

go to another shop and have them check the ac system for performance.
