1993 Honda Prelude STOPPED RUNNING

My son was driving his car this evening and all of a sudden the rpms dropped and his cas died. Now it won't run at all. Someone told him it could be the timing belt. What do you all think? It this something expensive? Is it a big deal to fix?

Help!!!!

Does it crank
and if so timing belt would be 1st to check
if timing belt broke then expect bent valve and valve job ($$$$$)
if no crank
do you have any power as light radio and if not suspect and check alternator
charge battery and try to start and check charging system
