I have change out the EIACV and the ECTS when the code came up but stills jump up and down.

When rpm surges, it is due to the idling speed too high.
1. Check for vacumn leakages. PCV, brake booster , other vacumn hoses.
2. Check the Fast Idle Thermo Valve. Ensure the coolant hoses are not clogged.
3. Check the idle speed adjustment screw.
