1990 Honda Prelude won't start

I replaced the fuel pump and filter, and the car still wont start. I cracked the fuel line at the fuel rail and cranked the car over, no fuel came out. I have reason to believe the the EFI main relay is bad. What are your thoughts?

Do you have power to the fuel pump? Can you hear the pump run when you turn the key on without starting the car. Check the fuse/relay as you have mentioned and wiring to the pump.
