Have 90 Honda CRX SI problem starting

When new distributor bought it started but after a few starts it didnt no more but I checked the connectors to the distrubutor I saw one of the connectors with only 2 wiers spliced and I think is the positive and neg wire could that not let the car start because is making short to ground

Vehicles fail to start due to electrical (sprark) or fuel. Yours sounds to be electrical. Fix the short. Start there.

Do I take the wire clips and fix it from there for example cut the wire more and put some new female connectors and put it in the clip and then fill it with silicone to seal it perfectly

That should work if I understand the original problem right. Ensure that good connectivity is there and proper grounding if ground is involved.
