2009 Honda Civic Hybrid Battery kicking in

For a week now I have noticed that the battery is not kicking in when I stop at a stop sign on my Honda Civic Hybrid. The MPG has gone from 40-45 down to 24-30 during this week.

Is there something I need to do...??
