1. I had new rotors installed on front. The mechanic left the original pads and did not replace them. Is there a way to adjust the brakes to get better peddle feel when I apply the brakes or do I need new pads if the peddle goes to low?

2. How do I adust the hand brake?

Thank youScott

Hey scott you tech should have replaced the pads too they are fairly cheap and just good measure to ensure a good pedal, if they were just done it may take some time to seat properly, as far as the rear, the best way to do it is jack the car up remove the wheels and drums, clean the shoes and drums with brake cleaner. With the drums off you will see the adjuster, replace the drum remove the plug from the rear backing plate which will expose the adjuster. Adjust the brakes while moving the drum to assure they arent too tight and your done, takes about 1/2 hour on the ground
