92 honda civic cranks but won't start

I have a 92 honda civic lx its got 167 some thousand miles (rebuilt motor with about 70,000 miles on it) 1.5 liter 12v. Its been sitting for almost 3 years now and I've put alot on it such as the fuel pump/filter, ignition coil, module, rotary button and new distributor cap along with plugs. I had checked to see if it got fire and it doesn't get a bit of fire. I put a main relay on it and took it off after i noticed it didn't do anything for it.*also has a new battery on it* which is dead and continues to go dead even when no one is out there to leave a door open or anything to make it go dead. My brother put a paper clip on something near my ECM to check how many blinks it would do on my instrument panel and it didn't do anything.

It stopped on me in a gas station...i just got done putting 10 dollars of gas in it and when i went to crank it, it didn't do anything. well we then pushed it to the side and tried it again and it started, i then thought well I'll try to see if it will start again and i tried it didn't do anything, and hasn't started there on.

The computer might not be getting the crank/cylinder sensor signal and not telling the ignitor to fire the coil-its in the distributor. Or the brain itself.

Okay I'm sorry to bother you but yesterday I got a ECU and put it in my car...to see if that was the problem and it still isn't getting no kind of spark and isn't even starting. I'm getting puzzled about it...any help could be appreciated.

Well I got my car started and it was the ECU, at first I thought it wasn't but I went and put gas in it and now it works.... I really do appreciate it. But I have one more problem... The fuel pump cuts on and off...sometimes it will cut on and theres times when it doesn't.
