2003 Honda Civic overheating

my 2003 honda civic ex 1.7 continues to overheat. i have taken it to 3 different mechanics. the belts and house have all been changed. i have had a new thermostat, new cooling fan, have checked it for head gasket leak, no smoke, no milky substance in the oil.radiator is in good condition. it only overheats when going slow or at a complete stop.it has been hooked up to a machine and no one can find whats the problem. what could it be. the only thing i can think of is the relay fuse on the passenger engine side compartment.
what can it be?

Does the cooling fan come on when it's suppose to?

the fan does come on but only stays on for a few seconds. i was told that i should replace the radiator cap so i did. after running for a few hours and letting it set over night, i removed the reservoir cap then the radiator cap. it splashed coolant out of the reservoir. since replacing it though my car hasnt ran hot but i have seen a little more coolant leak on the plate under the radiator on the battery side directly under the battery. it doesnt make sense. like i said i have had it pressure tested and they said there was not a drop in pressure nor was there a leak any where. also there has not been a check engine light come on at any point.
