2000 Honda Civic No power in low rpm

Hi I purchased used 200 honda civic dx 5sp with replaced engine that has 130 000km on it. The problem is that the vehicle is very lazy, in low rpm it doesn want to pick up speed and then in higher rpm it drives and picks up very well. Especially when I shift down to second gear and turn the car goes very slow until it gets in to higher rpm, it sounds if it was chocking. I checked air filter and spark plugs,cables and they look good. Other mechanic told me to blead clutch fluid. I would like to ask you if I could get second opinion. Thank you

Try looking at ignition timing and mechanical timing. Most likely ignition timing will be off.

Also, it wouldn't hurt to do a compression test to see what condition the motor is.

Another quick check would be to try scanning the ECU to retrieve any pending or history codes.
