1999 Honda Civic Starts then stalls

The other day I left for work and my car started pretty rough but I didn't think anything of it because I was already running late. While stopping at a stop sign my car sputtered and cut off, so far a great start to a Monday. I get the car to a safe place and manage to get it started put it in gear and it sputters to a stop. My fuel gauge says half a tank and while replacing the fuel pump I noticed there was gas in the tank. After checking for a spark, which I have I thought I had a faulty fuel pump, so I replaced it and the filter. I have 1 year old iavc and all new distributor, plugs, wires, and now fuel pump and filter. Oh, I also checked the fuel relay, which is good. I guess next up is a fuel pressure test to see if my regulator is working. That probably should have been one of my first test, oh well money is just paper right? Anyway I'm stumped, any help would be greatly appreciated.

I've never seen a fuel pressure regulator fail on a honda. I would check your timing belt marks (mechanical timing). Your timing belt may of jumped a tooth or so.

Also, if you are persistent on it being a fuel problem, I would test your injectors as well. You can measure resistance across them. They should read around 13-14ohms.
