1999 Honda Civic One radiator fan not working

My car has been acting up. First I noticed the heater was running cold even when the car temp was hot. After looking under the hood I noticed only one of the two radiator fans was working. Do I need to replace the fan, relay or something else?

The driver side fan is for your A/C, so when your defroster is on that fan while most likely be kicking in.

The passenger side fan is for your engine cooling system. It may not be getting hot enough to kick in that fan. The proper way to check this would be to hook up a scan tool, look at the ECT data and make sure that the temperature is high enough to kick in the fan. If it is not up to that temperature, your fan will obviously not turn on.

Thank you, I dont know much about working on cars however I am poor so I have to learn! I am heating up quick and losing fluid and my heater is not blowing hot air even when the car temp gage is a little above halfway. But knowing the fan part crosses that off the list.
