1998 Honda Civic Not Working

The air conditioner is not blowing cold air. We have had the compressor replaced. The car was brought in for diagnosis. All electric under the hood to compressor was ok. Tested in dash and found a burnt out heater control panel which was replaced. Air was cool but not cold. Pressure tested the system and found low coolant but no leaks. Replaced coolant and compressor was blowing cold and cycled on and off normally but stated "PRESSURES ARE CHANGING/FLUCTUATING ABNORMALLY AT TIMES INDICATING ANOTHER PROBLEM EXISTS. IT MAY STILL HAVE MOISTURE IN THE SYSTEM OR HAVE A DEFECTIVE THERMO EXPANSION VALVUE. LEAVE IT ALONE UNLESS AC STOPS WORKING."

After picking it up, the air worked intermittently. When car was going slow or at idle the air did not work. At higher speed it worked better, but not really cold. It has now stopped working all together. Do you think the diagnosis of a bad thermos expansion valve is correct? If so, is this hard/expensive to fix? We are already into this about $1,000.

Any help or suggestions would be greatly appreciated. We are not able to buy something new or better at this time.
