I replace the pads and rotors but I still am getting shuttering when I come to a stop. Do I need to replace the caliabars

Faulty calipers would not result in juddering but can cause them as sticking calipers would cause overheating of the rotors causing them to warp.
If the juddering is only at very low speeds, more likely it is due to bad tires, steering linkages or control arms.
