1995 Honda Civic No Heat

Bought this for my son this fall. I have replaced the thermostat and radiator. Felt that radiator my be plugged with sealant. Blower works but blows cool air. Flushed heater hoses in both directions. The upper radiator hose (attached to block) gets hot the lower hose (attached to thermostat) is cold. Inlet hose to heater(from block) warm to hot. Outlet hose form heater(to back side of thermostat housing) cool to warm. Am I not getting proper circulation.

Seems the heater hoses are not circulating as well as they should be. Did you check if the heater control valve is opening fully and its linkage adjustments?

Where can I find the heater control valve and how to make adjustments? I have a Alldata subscription. For the vehicle but don't see it.

The heater control valve is located near the firewall and attached to the heater core inlet hose.

There is a linkage cable that opens and closes the valve. It can be adjusted.
