Hi drollinson,

Only way of testing a bad ECM is to use a known good one as substitute.

Does the CEL light shows and goes off after 2 seconds when ignirion switch is turned to "ON" ?

Hi drollinson,

Sorry to say this, the ECM is faulty. Some of the capacitors have leaked and corroded. If yu got anybody who is good with electronic repairs, he can help you, if not a replacement unit is required.
