1993 Honda Civic distributor

When I try to turn my car on, it either makes a chopping sound like a propeler or it wont start at all. A mechanic came by and said that I have a problem most likely stemming from my distributor. He also said that the valves need to be changed and the cylinder is leaking. My question, is it the distributor? Before the car stopped working it had a problem picking up speed, and the spark plugs had oil on them.

I suspect that the main problem is the valve cover gasket and the plug well grommets need to be changed. The grommets keep the oil out of the plug wells. Oil in the plug wells can cause problems with spark, spark plugs, and wires. I would replace the plugs and wires too. Then see what you have taking place.
