1991 Honda Civic Won't Start

I have a 1991 Honda Civic 1.5 L that will not start. I recently went to get gas and it took a few cranks to start. This is usually my sign to change the distributor cap and rotor button. Also this car does not like the heat or moisture (humid days). I also notice that my issues always begin at the gas station when I go to drive away. I changed the distributor cap and button and the car roared to life. I did not keep the car on long as to test it. I didn't try to start the car again for two days. When I did, I just got the spinning of the rotor and no sense of combustion. I have not done any tests of spark, fuel, igniter unit, coil, plugs (fairly new 10,000) or fuses. Something else I have noticed with this car. It runs better with more fuel in the tank, as the tank gets lower, the car seems to get more sluggish. (Fuel pump?)

I replaced the engine at 126,000, starter, alternator, brake system and shocks.

I am going to try a new cap and button again to see if I received a faulty part?
