1990 Civic dx 1.6 5 speed

Just got this car with 183,000 miles, had a little trouble starting then it sputtered a little and check engine light came on and it ran smooth. Started to drive but rpm was halted at 3000 or so and bog down occured. If I shift just prior to 20, 30, 40, 50 mph it does fine but a little weak. Please let me know what to do next. Plugs, wires, cap and rotor didn't help, and I am new to honda cars, so be gentle to me, its my first time! Thanks alot, I am sure you will hear more from me in the future.

Sorry it took so long to write back, I work alot.
As far as I can tell, if you mean the blinking led on the passenger floor, it is in repetion of 8 blinks that seem equal length. Oh, and I made a mistake on the motor, it is a 1.5. Hope this helps the diagnosis, thank you very much. JOHN
