1980 Honda Civic sputtering engine

My civic/1500cvcc engine has started sputtering when heavily loaded like 2nd gear turning a corner and accelerating out of the turn. Have tried new coil and coil wire, checked points and timing. It also seems to flood when parked for a time and on restart. Maybe the plugs are slightly fuel fouled. It kind of acts like plug wire in that it only does it when the engine is lugging on acceleration. I've been a technician on gm and mercedes-benz for over 30 yrs combined but can't seem to figure this one out. Carburation is very foreign to me. No pun intended. Thanks
