Floor vents don't work

Have a 1998 Honda accord with 35,000 miles automatic transmission. I have automatic climate control and when the heat goes on the air continues to blow out of the front two vents and will not flow to the floor. I tried to manually overrdie to floor and/or to windsheild(defrost) but it continues to blow thru front vents only. The cooling works correctly. Any hints to what the problem is.

Damper door not operating, I would check a fuse first. I am sending you more material than you possibly will need but one item in there is a diagnostic test. Follow the directions and try that. There is an exit procedure for the diagnostics, make sure you do that too.
