A/C or cooling fan causes low idle

My '94 accord ex has 97k mi. and the A/C blows cold now since I had it charged. They found no leaks, but the frion was low. Since then, with A/C on and when the cooling fan turns on, idle drops from 700 to 4-500 and is rough. Also, occasionally while driving and during idle, there is a growling/low vibration for brief periods which seems to be coming off of the right side of the engine (glove box). I realize these may be separate issues, but what should I check first? I don't think the car has had a tune up in a while. Should I start with that?

First of all there is a leak of the freon but it might be small. Second, the sensor that senses the kick on of the A/C might be failing as it is supposed to tell the computer to raise the idle speed to compensate for the draw by the A/C.
