94 Accord Idles Too High

I have a 94 Accord EX Automatic with about 123k miles on it and every time I start it the idle jumps up to about 1500 rpms, then whenever I switch it out of park the car shakes as it slams into gear. I looked at the specs and with the car in neutral and all accessories running it should be at 700 +/- 50 rpms. If I unplug the sensor on the top of the throttle and put it into neutral the car runs right where its supposed to. Also when I'm driving if I'm going less than 40 mph and I let off the gas it doesn't slow down and depending on the incline even picks up speed. I was told I might need a new Idle Air Control Valve but from what I've read most of the problems with those show the rpms fluctuating, mine just stays high. I have tried to turn down the throttle a little but whenever it gets too low I can hear a whining sound from inside the engine. Although if I have the sensor on top of the throttle unplugged and the rpms are normal I dont hear that same whine. Please let me know what you think about this and if it is still the IAC that needs to be replaced, thanks much,

Are you saying that with what I believe is the MAP sensor unplugged the engine runs fine and at normal RPM? Does the check engine light come on?

I'm not sure exactly but its the only sensor that sits on top of the throttle body, right above the throttle screw. It says EACV on it I believe, but yes with that unplugged it runs perfect, the check engine light does come on but other than that its a normal engine once its unplugged, although it does drain the gas a lot faster.

Pull the code on the engine and see what it points to.
