2002 Honda Accord timing belt

I just had my timing belt and water pump changed out on my car. SInce I had that done there is some type of whining in my car. I took it back and they loosened the timing belt and said they did not want to loosen it much more due to that it might slip.
What is causing this noise and what can be done about it? I assume they thought it was the belt, could it be the water pump making that noise?
The noise is very noticable when the car is idling, when the a/c kicks in it may stop for a moment, then when it idles back down it stops.
I was thinking they replaced another belt when the timing belt was changed, but not sure. Any advice?
