It doesn, t work in the 1 or 2 position. Position 3 & 4 work fine. Turns off fine. I checked the 7.5 amp fuse and its okay. Any solution?

The dial (knob) in question has 5 positions Off, 1, 2, 3, 4
It doesn, t work in the 1 or 2 position. Position 3 & 4 work fine. Turns off fine. I checked the 7.5 amp fuse and its okay. Any solution?
