1999 Honda Accord Timing Belt

Driving down the road, Oil Light went on... 10 -15 seconds later car cut out... and I coasted to the side of the road... where I added a few Qrts of Oil and drove last 2 miles home. The cars water/oil belt broke, and the oil shaft ring popped out. I replaced belt and shaft ring.. and while I was there the timing belt... Now, the car turns over but does not start. If the timing belt is wrong, is there a switch that will prevent the car from starting? I have turned the crank shaft and watched all the parts move, there is spark from the wires, gas in the tank, but the car will not "ignite".
