1999 Honda Accord Please help

When I drive completely normal the car shifts perfect. But when I give it a lil more gas than average the car sputters during shift points, like it is flooding or not enough gas, but ONLY at shift points. And if I manuale leave it in 3rd gear and punch it, it takes off no problem even at 5000 rpm. I am also really feeling the vtech alot more than I have before. I bought the car with 144,000 miles and honestly thought it diddnt have the v-tec motor, but can def tell now, maybe I just never puched it long enough to engage it before.

Is the Check Engine Light indicating and have you ever tried to retrieve for trouble codes?
How is the engine oil condition and level?
How is transmission fluid condition and level?

For this model, the V-tec is not really noticeable as it is rather smooth in transition. Throttle position, engine and vehicle speed are indicative of the V-tec response.

If it sputters only at high rpms and the V-tec system is ok, check the fuel pressure regulator and fuel filter.

Do you need to crank for prolonged periods to start engine after stopped for more than 10 minutes?
